feat(deploy): add teamhub-deploy manifest for server onboarding

deploy/teamhub-deploy.json describes LegacyHUB's deploy shape for the shared
teamhub-deploy tool: docker-compose.prod.yml with --env-file .env.prod
(canonical secret at /srv/legacyhub/legacyhub.env rendered to .env.prod),
health /api/v1/health on 8050. Deploy-tooling only; no runtime change. Verified
via teamhub-deploy WhatIf.
